Should managers be more personal to job hires

Why is it hiring managers will not be straight forward to the many job candidates who do their best to show skills, experience and education during a job interview only to receive a form letter stating they are being turned down for another person. It makes a job candidate feel self conscious about their goals and very questionable on everything they have done to build that career goal.

Would it not be more ethical for a hiring manager to point out why that person was not chosen? It may actually build motivation and desire to further learn skills so when a particular position is available again they will apply.
